Scicluna, Bishop Anton Teuma and Auxiliary Bishop Joseph Galea-Curmi joyfully welcome the appointment by Pope Francis of Mgr Henry Joseph Balzan as Auxiliary Bishop of the Archdiocese of La Serena, in Chile.
