Mgr. Claude Portelli received his academic formation at St Edward’s College in Birgu. He then went on to receive his spiritual formation at the Archbishop’s Seminary at tal-Virtù. He is also received his licentiate in pastoral theology from the Faculty of Theology within the University of Malta. He was ordained priest on 28 July 2002. He served at Għaxaq parish during the first year of his priesthood before being appointed as deputy parish priest at St Julian’s parish church in 2003. He went on to become the parish priest within the same parish in 2009, and served until June 2022.

He was appointed as delegate for culture in 2023, tasked with the mission of creating a space for dialogue between the Church in Malta and the cultural sector as part of evangelization work. The office is built on four main pillars: interdisciplinary practice, interfaith dialogue, international reach and intercultural exchange. Through a curated cultural programme, the office aims to develop the path to beauty within the local context, collaborating with several of Malta’s most influential cultural exponents. The office is currently responsible for the regeneration of the Catholic Institute in Floriana.

In 2024, Mgr. Claude Portelli also began to serve as Archpriest of St Paul’s Metropolitan Cathedral in Mdina.
