In 1976, the Maltese Ecclesiastical Province initiated an administrative reform with the aim of centralising and professionally administering the various ecclesiastical entities. In this way, the Church would be in a position to undertake her pastoral responsibilities in a better way. With the assistance of the Holy See, in 1972, a basic document was drawn up to regulate this reform. The document established a Diocesan Representative Council, composed of representatives of the various ecclesiastical entities, their task being to determine the ways in which to administer the properties of the Church, and a Diocesan Financial Committee, composed of a number of financial experts responsible for the technical aspects of the administration.
